NoiPA is the information service of the MEF (Ministry of Economy and Finance), managed by Sogei, which supports the management of public administration personnel.

NoiPA allows the centralization and digitalization of various processes, such as the calculation and payment of salaries—through digital payslips—and the management of tax and social security obligations for public employees. Sogei’s goal is to migrate the current system to the cloud with the new Cloudify NoiPA project, while preserving all required complex functionalities as well as regulatory and contractual compliance.

Executive summary

In support of the NoiPA system, the AGID Three-Year Plan mandates that "administrations may not incur expenses for the acquisition of stand-alone solutions, or for evolutionary adaptations of applications, that provide similar functionality to that offered by the enabling platforms." The goal of the new Cloudify system is therefore to broaden the audience of administrations served and increase the amount and type of services made available.

Digital360 GOV is contributing to Cloudify by analyzing and defining the requirements of the social security, tax and public contracting environments. The new system will offer digital solutions that can be modulated according to the specific contracting area, making highly customizable personnel management services available to member administrations. To date, about 150 contracts from public agencies and administrations have been entered into the system.

In addition, Digital360 GOV's thematic consulting activities have contributed to the identification of solutions to problems arising from the management of various administrative processes and their reengineering.

Our approach

The complexity inherent in the procedures governing the definition, transmission and acquisition by INPS of social security flows jeopardizes the correct feeding of the insurance positions of NoiPA administrators and determines, as a result, the need for a significant and constant garrison for the correct transposition within the new Cloudify NoiPA system of all the requirements for the effective and efficient definition of social security and tax benefits.

Our activities enable this oversight through:

  • support for the definition of actions aimed at improvement in the interaction between the NOIPA system and the INPS and Internal Revenue Service systems;
  • continuous monitoring of ongoing initiatives with INPS to keep track of the results achieved compared with those expected, report critical issues and direct action towards the Institute by suggesting the most appropriate interventions
  • support in the identification of solutions to the many problems inherent in the management of the various administrative processes, also for the purpose of more effectively directing the reengineering choices of the same;
  • identification and evaluation of possible solutions for the effective management of assistance on social security and tax issues.

The results

The implementation of the NoiPA system began in 2012, and AGID recently assigned it the role of an enabling and strategic platform for PA development.
