Executive summary

Digital360 GOV specializes in consultancy for the management of complex programs co-financed by the European Structural Funds, with reference to support for the programming, management, monitoring and reporting of the Programs and the activities of verification, control and audit of operations.

It also deals with digital innovation projects for Public Administration, promoting theadoption of cutting-edge technological solutions and creating an environment conducive to continuous innovation.

Digital360 GOV supports the Campania Region by offering highly specialized support aimed at both the Managing Authority and its organizational structure as well as the Regional Directorates and Offices in charge of implementing the objectives of the ERDF PR 2021/27.

The Digital360 GOV team supports the administration in the activities of:

  • support to the implementation of operations planned under the ERDF PR 2021/27, for eligibility preliminary verification activities, in order to ensure their complete and regular certification; support and coaching in the management of relations with EU institutions, other central and local administrations;
  • strengthening of specific areas and strategic functions performed by the MA and/or Directorates General involved in the implementation and management of the ERDF Program, in the definition, preparation and management of innovative implementation tools for the selection of operations;
  • optimization of the use of financial resources, in order to ensure their full absorption, including the preparation of implementing devices to absorb any gap between allocations and certification of expenditure;
  • analysis of EU and national regulatory and jurisprudential production relevant to programming issues and support for the correct application in the field of aid and procurement, for the definition of the procedures to be put in place for the eligibility of expenditure;
  • support for the drafting of studies, analyses and surveys, elaboration and publication of documents, reports to support strategic programming and reprogramming (STEP and MTR);
  • support to the application of innovative cross-cutting principles of Programming 21- 27, such as DNSH and in the process of adoption of CSEs;
  • Strengthening capacity building at all levels of governance, with support of the presidium within the overall coordination of cohesion funds and structures involved in decision-making processes and support to the MA and its delegated entities in the implementation of the Program.

Our approach

Established expertise in the management of complex co-financed Programs, with specialized know-how in the area of start-up, implementation and closure procedures, specifically:

  • shadowing in relations with European and national institutions;
  • knowledge of the thematic context for the purpose of identifying complementary interventions to be financed through other funding sources in order to ensure their "cantierabilità" on the ERDF PR with a view to safeguarding expenditure;
  • support to PA in optimizing the use of different funds both in terms of types of interventions and beneficiaries/territories receiving funding;
  • improvement of the quality of reporting and certification of expenditure by beneficiary enterprises;
  • strengthened monitoring system of strategic Program interventions and Regional Sector Strategies;
  • monitoring of the constantly updated legal and regulatory framework, including functional fine-tuning of implementation procedures and tools.
